Aero Vodochody, the Czech aircraft manufacturer, blamed the Czech Ministry of Defense for a six-month delay in the delivery of the first L-159 advanced light combat aircraft. The company says that the Ministry of Defense has been slow in processing the paperwork and legislation to allow it to buy US weapons and electronics. (The L-159, a development from Soviet-era combat trainers, is designed to carry and fire US missiles.) --Stephen V Cole
