China is trying to become a major player in the international software business. They have been studying India to find out why it is the second-biggest software player, and noted that Indian colleges teach computer science in English while Chinese colleges insist on teaching only in Chinese. Another problem is that Chinese government rules only allow programmers to work in Linux since they must use Chinese operating systems and the only ones are based on Linux.--Stephen V Cole
