The new Combined Joint Task Force Horn of Africa headquarters being established in Djibouti will not operate on land, but off shore on one of the Navy's command and control ships; the USS Mount Witney. Normally, this vessel serves as the flag ship of the 2nd Fleet (headquartered in Norfolk, Virginia.) The 2nd Fleet headquarters operations can easily be handled ashore at Norfolk. But the 150 officers and troops from the 2nd Marine Division, who will run the headquarters, will operate from the Mount Witney. The ship is well equipped with communications and computer equipment, enabling it to stay in constant touch with American armed forces anywhere on the planet.
