Under a settlement reached on 4 Oct, the Army's 25th Infantry Division can resume live-fire training in Makua Valley (in Hawaii). Live fire training was stopped there in 1998 by an environmental law suit, but will now resume. The Army agreed to allow an environmentalist observer at the firing range and to conduct a three-year environmental impact study.--Stephen V Cole
