Since the US military adopted a zero tolerance for drug use in 1982, and began regularly testing everyone for drugs, the percentage of troops using drugs has declined some 90 percent. In the early 1980s, about a quarter of the troops were using drugs. In the last few years, that figure has only been some 2.5 percent.
