Belarus and Russia plan to "move forward" on creating a combined military force under the terms of their 1999 treaty. The treaty has been largely inoperable due to the economic disparities of the two nations. The first part of the new military merger will be to buy all future weapons jointly in order to get the best price.--Stephen V Cole
