The Taliban's increased pressure on foreign aid organizations is causing many of these relief efforts to consider withdrawing from the country. Because of several years of drought, continued fighting with the Northern Alliance and the after effects of two decades of war, over a million Afghan's could die if foreign aid operations were halted. There is apparently a dispute among senior Taliban leaders over the anti-foreigners policy, but so far the hard liners are winning.
