Ismael Khan, the warlord who controls most of western Afghanistan, said he would not oppose Western peacekeepers in his area. Khan, however, says he wants the peacekeepers mainly to "improve the morale of the people." Khan has maintained a degree of law and order in his area. Where peacekeepers are really needed is in the north, where rival warlords are fighting over control of territory. Another problem in the north is abuse of Pushtun villages in that area, where Pushtuns are a minority.
