The declassified late 2001 US Defense Intelligence Agency report directly accused Pakistan's ISI (sort of the Pakistan CIA) of  supporting the Taliban and al Qaeda in Afghanistan, and then losing control over them. ISI thought their support would give them more influence over what happened in Afghanistan, but the Taliban and al Qaeda got out of control. Pakistan has denied these charges, but the ISI connection has been an open secret for some ten years. Pakistan is under a lot of pressure to do something about Taliban and al Qaeda camps in Pakistan. But these camps are in tribal areas where the government has never sent troops. Now the Pakistan government is moving troops and police into the tribal areas. But there is resistance, and not much enthusiasm. 

Police caught a man trying to bring a bomb into Kabul.  The man admitted that he worked for terrorist leader Gulbuddin Hekmatyar (who has a base in Pakistan).
