In Kabul, police arrested a dozen terrorist suspects. The government has compiled a list of 150 Taliban leaders that will be pursued and arrested. At the same time, amnesty is being offered to lower ranking Taliban and is negotiating with less radical Taliban leaders. Having been out of power for over two years, the former Taliban leaders have been over two years without a lot of goodies to share with their followers. So the followers are ripe for following someone with more money and power, like the national government.
