The United Nations plans on sponsoring a new series of peace talks with the aim of using the recent warming in Greece-Turkey relations as a springboard for resolving the division of Cyprus. Greek Cypriot President Glafcos Clerides told UN representatives he would attend the conference even if Turkish Cypriot President Rauf Denktash does not attend.

September 20, 1999; Greece and Turkey announced that they will sign a mutual cooperation agreement sometime in the next few months.

In another sign of weakening conditions inside Serbia, Montenegrin government sources said more than 1000 Serbian businessmen had relocated their businesses in Montenegro. Montenegro's prime minister also said in an interview that Serbia would not be able to "destabilize" Montenegro.
