The many restriction imposed by Congress to prevent "another Vietnam" in Colombia make it difficult for the US to assist Colombia in it's battle for survival as FARC and other rebel groups push the nation closer to total chaos. Attacks on infrastructure (power, communications and transport) are paralyzing the economy. Increasing numbers of middle class Colombians are fleeing the nation, often for the United States. The US government is proposing more military aid for the Colombian government. The Colombian army is larger and more effective than it was a few years ago, mainly due to American aid. But the 50,000 combat troops of the army are up against some 20,000 armed rebels.
