Some 7,400 UN peacekeepers, and several thousand police, are fighting a low level war with thousands of armed gangsters and political groups. Crime is out of control, with robbery, burglary, carjacking and outright looting very common. Individuals, and neighborhoods, obtain their own security forces, if they can afford it. This instability has made it impossible, so far, to set a date for elections. At the moment, the plan is to have elections, "sometime in 2005."
