The UN peacekeepers and Haitian police have put more pressure on the gangs, but have not made much of a dent in lawless activity. The gangs have had to be more careful moving around with weapons, but the 6,400 peacekeepers and 4,000 police are insufficient to control large areas of the country. All they can do is patrol, and try to catch the more prominent gang leaders, or gang members carrying weapons, or engaged in a crime. This stand off risks becoming a permanent state.
