The US is seeking permission from Pakistan to stage commando raids on suspected hiding places of Osama bin Laden (and other al Qaeda leaders) on the Pakistani side of the Pakistani-Afghan border. Pakistan may end up saying no, but looking the other way when the raids take place. The Pakistani government does not have much control in this border area. The Pakistani doesn't have much control over the war in Kashmir either. The separatist Kashmiri rebels continue to move across the Line of Control into Indian Kashmir. But the Indian army and police are increasingly lethal to the rebels, killing many on the heavily patrolled Line of Control. The armed struggle to take Kashmir from India is very popular in Pakistan.
