  For the fourth day straight, American bombers hit targets in northern Iraq, in response to Iraqi attempts to interfere with enforcement of the no-fly zones. Iraq, as usual, reports civilian casualties, even through US warplanes often use concrete bombs to avoid hitting civilians. But the Iraqis increasingly put prime targets in the middle of populated areas, the better to produce "martyrs to American aggression." Meanwhile, Iraq has offered to send troops to defend Lebanon from Israeli attacks.
