The war with Palestinians is hurting Israel economically. Unemployment is 11 percent and foreign investment in 2002 was $2.6 billion, compared to $4.2 billion in 2001. Taxes collected have also gone down, leading to a reduction in military spending by $800 million. This will largely come out of money allocated for modernization.
