The government estimates that the rebels massed several thousand fighters for one of their recent attacks, and about a thousand for the other. In one attack, some 50 captured policemen were lined up and executed. As a result, the government is considering again imposing a State of Emergency. While the army has found and destroyed several large rebel camps, there are others not yet found. And it's Summer, making the camps less crucial than during the Winter. 

The massed rebel attacks are essential for the rebel movement, as the chief means of obtaining weapons is stealing them during raids on police stations. Massing fighters for these raids is dangerous, as sometimes the police find out and army attacks on the assembling rebels and cause large rebel casualties.
