With one of the highest crime rates in the world, the police have become rather casual in handing out the death penalty on the spot. So have vigilante groups, some of them sponsored by local politicians. Every month,  100-200 people, often very bad people, are killed on the spot for actual or suspected criminal activity. But many of the dead are simply people who had a dispute with the police or vigilantes. Deaths often result when the police and vigilantes use their license to kill to enhance their fund raising activities (extortion being a favorite technique.)
