The government said it will hunt down the Chechen rebels behind the current spate of suicide bombings. At the same time, the government is proceeding with giving more autonomy to the Chechens running the government in Chechnya. But the core problem, which brought the Russian army in during 1999, remains. That is the multitude of criminal, political and religious organizations in Chechnya which insist on engaging in violent acts outside Chechnya. No government inside Chechnya has been able to stop these attacks, and the current Chechen government has to do so before the Russian army will leave.
