While Russia would like to settle the rebellion in Chechnya, the inability, so far, of the rebels to agree on terms, has delayed peace. The major problem on the rebel side is inability to guarantee any peace deal. Several of the many rebel  factions are opposed to any peace. For example, some rebel groups are linked to al Qaeda and are determined to drive all non-Moslems from the Caucasus. Other rebel groups are basically criminal gangs that are not willing to give up their criminal ways.
