The new government is, unlike past ones, very respectful of tribal authority. It's more like the United States (with stronger state's rights) than the centralized form of government favored in most of the world. But Somalia's tribes and clans have never submitted to a central government. If central rule was imposed, it was by force and it didn't last long. The new deal is also recognition, by the warlords and tribal elders, that the rest of the world will not offer much aid, or anything else, as long as Somalia wallows in chaos and violence. It's also become quite clear that none of the warlords is powerful enough to establish control over the entire country.
