While thousands of aid workers operate in Somalia, their safety is always threatened by gunmen who refuse to comply with deals made to protect the aid workers, and the aid they bring to the country. For some of the gunmen, who are basically bandits, the aid workers are a source of loot. Aid workers are often kidnapped, and returned after some kind of payment was made to the kidnappers.
