  The leader of the LTTE (Velupillai Prabhakaran) offered to begin peace talks, with no pre-conditions. He cited the efforts of Norwegian diplomats in working to arrange this. The government, sensing victory, has vowed to crush the rebels once and for all. But major foreign nations are putting pressure on the government to make some kind of peace. The incentive is the promise of more foreign aid.
