: 10.0pt"> Hamas, and other radical Palestinian groups, are not ruling out participating in upcoming Palestinian elections. Given Yasser Arafat's unpopularity, a Hamas candidate might win. Arafat now refuses to hold elections until Israelis withdraw their troops from all Palestinian territory. The Israelis are not going to do that as long as the suicide attacks continue. Israeli warplanes continue to fly over southern Lebanon, and draw fire from Hizbollah anti-aircraft guns (which have never hit any aircraft.)
